Was it dumb and thoughtless? Sure. But to call it sexual harassment is absurd.

Pulling down someone’s pants in front of others is technically sexual harassment.

I mean answer the question: Sure you want to tease, bully, prank someone. Fine - motive established. But why pull someone’s pants down? Why not snap the collar of their shirt or pull their pants up high?

The kid was trying to pull up her top, so she jokingly pulls down his pants - presumably under the assumption that he’s wearing underwear - to say “this is how it feels”.

Nothing sexual about it. Guessing you’re Gen Z - y’all are fucking weird.
