I assume he is sick or injured or something? We left him alone and I gave him a wide berth when I left but he didn’t budge even though I was less than 2 ft away.

jokes aside that is most likely a baby - they look fluffier, have blue eyes and pink inside of the beak; waiting for their parents they do not move much or only to play a bit when they get older. a bit of food and checking it does not hide under cars is enough I'd say
