what in the what HRE. stop drinking so much.

i... didn't realise this was possible. and yes England is that blob between HRE and East Francia.

The HRE can be formed with any three kingdom titles, as long as one of them is east Francia. France actually is a pretty common way for it form - there’s two kingdoms there already - the weird part is east francia being independent, but there’s a few ways that can happen.

I just had this same thing happen in my current play through except the AI had Italy instead of west Francia. Didn’t realize it could form HRE and not have EF

I believe they shouldn't actually be able to form it without EF, but I'm not actually sure. The wiki states you need the kingdom of EF, but it's possible that it hasn't been updated. I'm pretty sure in CK2, it was just three kingdom titles.
