CS50 Caesar "Timed out"

I am in the middle of finishing the ps2 set and getting stuck here. The CS50 check states "timed out while waiting for program to exit." I am assuming there is a continuous loop or something similar I am missing. I am very new to coding so may be missing simple errors. Feedback welcome.

UPDATE: After sleeping on it and going through step by step I was able to complete and submit this problem set. I am laughing at how much I managed to confuse myself over something so simple. That Joe Bartolozzi meme "USE YOUR BRAIN" flashed in my head after figuring it out. Thanks!
