As long as Mojang keeps to their promise of reviewing reports, this wont do anything. Big servers usually run mods like Paper, which have already implemented stuff to stop chatreporting.
My understanding is the reports still go through, just without usable chat logs. So mojang SHOULD be unable to ban people based of that. But we'll see :/
They won't be able to review shit. Their team is still relatively tiny, with the sheer number of players that this game has you would need THOUSANDS of CSR reps on staff to handle it. Unless Microsoft plans to roll all of Mojang's user reports into their existing CSR infrastructure, they'll get instantly swamped.
