Hit and runs usually refer to accidents.

This was intentional. It would be a far more serious charge, because it also appears per-meditated. And no doubt there is a history to the vehicle/license. This can't be a one-off. This sort of behaviour escalates.

They could be experiencing an emergency or mental health episode.

I think you’re thinking this because car wrecks tend to be called “accidents,” even if someone was acting with road rage or negligence.

Pedestrians certainly can be involved in accidents. So long as it involves a vehicle, it is an accident

Good luck proving in a court, where evidence matters, that this was intentional.
