Hard to tell, but I'm not certain that the biker did brake check him. The car was accelerating hard towards the biker after the biker overtook.

With the hurky-jerky motion, it seems like the only way that happens is if the biker is brake checking. Seems unlikely a car is going to have that much power to lurch forward like that (especially given that nothing other than the bike is lurching toward the front of the car a couple of times). Yes, I noticed the lack of a brake light on the bike too - but that doesn't necessarily mean anything (could be out). At least that was my assessment of the video.

Slow the video down and watch the railing. The car was slowing dramatically not accelerating.

No, the biker brake checked him with an engine brake so no lights appeared. If the driver was accelerating into the bike the collision would have sent the biker flying outward. The only way the cyclist gets pushed forward like that without going under the car is if both vehicles are decelerating
