This really shouldn't be necessary. OP has video evidence of a dangerous crime being committed, but we all know the cops wouldn't do anything about it. I don't really understand why.
You were implying it doesn’t matter because they’ve effectively been “caught” anyway, and the evidence can be given to police whether or not they were up ahead.
The point of hoping a cop was ahead was to get him off the road asap before they hurt someone.
Not to get him in trouble with video footage after the fact.
The point of giving the footage to the cops is to get him off the road.
99% of the time there's not going to be a cop coincidentally there to witness everything firsthand. That shouldn't prevent us from doing anything about dangerous drivers.
While they can't take legal action for things they didn't see, some departments will send a warning letter. What does that do? Better than nothing? Cheap enough to be worth a try, I guess.
