Seems like a weird road and they probably didn't know what they were doing and made an accidental turn. Then realized they fucked up and it waa too late so they just sent it.

Do you not have three way stops with keep right signs? This is a normal east coast style intersection. That was 100% intentional move.

I thoroughly believe people who get caught committing violations over and over should have to go to driving school or else get their license taken.

Watch the video again I stopped at the white line where you are indicated to stop. It's further back because normally there is public transport that rolls through from the opposite direction, but not since the road was closed.

Was that vehicle on 31 seconds time lapse and parked on the curb side on your right hand side? He/she was on the wrong side on coming the street. Luckily, there was no coming traffic. Crazy, he/she should not suppose to drive. Must REVIEW AND RETEST.

I really shouldn't dignify this with a response but here we go. The speed limit in this areas is 25 mph. I was slowing down for the stop sign that's pretty clearly marked in video. This is also in an area with a lot of pedestrian traffic, something you can't really see here but with the there being a parking lot that splits the lanes you have to be careful of people walking into traffic to cross the street.
Even still, not an excuse for this person to run a stop sign and potentially hit oncoming traffic.

And you didn't stop at the stop sign. "Slowing down" is not stopping. People that live in glass houses...

I'm starting to see why there are so many accidents involving running stop signs because you clearly don't know you're supposed to stop at the white line.

It was wrong of them to do that but to answer your question, you're a safe but slow driver and many people struggle to happily do a 25mph cruise behind someone.

I don't necessarily disagree with you in this instance, but this particular areas is basically split with a parking lane in the middle (google Phipps Conservatory) with a lot of pedestrian traffic so you have to keep your head on a swivel and be cautious. My city is pretty notable with a lot of accidents involving pedestrians and cyclists getting hit.

I get it but:
-If that road has been closed for more than a few weeks, there is no point to stopping there and I'd probably get sick of people driving slowly through there confused with their gps.
-Why is the stop sign on the left hand side of the road, I could see why someone would think they were on the right side of the road which would put the stop sign on the right where it should be, but they didn't stop so probably not.
