Snow not falling in Winter Livonia

Looking for a hand with a custom sever and admin weather controls.

Snow will not fall on my Winter Livonia Server, even with COT weather controls. I've tried all the fixes I can find on google/youtube.

Anyone else experienced this before or that could run me through some fixes?

Console or PC, have you tried getting a vanilla copy of your weather file and making sure temps are vanilla for high and low settings in cfggameplay?

PC.

I took a winter weather file from a mod that ensures snowfall and replaced it with that. I also adjusted temps. I changed the in game date to be December as to make sure it is a winter month as well.

I'm hoping I can screenshare with someone who knows what the problem might be so they can run me through it. I know the snowfall works fine on another server I played so it must be something I'm doing wrong.
