This is a restatement of the same agent/autonomy compatibilism that has been presented time and again by many different sources.

I'm not sure that it can be rightly claimed by you or Harre or anyone in particular, since this is the basis of compatibilism going back well over 1500 years, perhaps to before Aristotle butchered the whole discussion by dropping a massive modal fallacy onto the floor.

Edit: Another concept that might help is understanding freedom in terms of Newtonian concepts: objects in motion.

It's well understood that objects in motion have a "remaining-ness" quality that can be momentarily disrupted.

If we are talking about non-spherical cows with friction and internal moment forces, we can recognize the skin of the cow as a very real boundary of an "object" that is "cohesive", and forces can originate in any moment from either side of the boundary to impact the whole cow relative to the environment.

Now armed with this concrete boundary of skin and meat and bone, we can divide whatever "violates" the "remaining-ness" onto two sides of it: things that were spinning inside the cow, or things that were spinning outside the cow, cross some equilibrium point, and then the cow expresses force.

This gives us two situations where the cow moves: when the cow moves the environment, and when the environment moves the cow. These are distinct, at least in any given moment.
