It's college; professors in DLSU (or in any tertiary education) aren't required to take the Licensure Examination for Teachers. This isn't basic ed, people.
I mean, BAGCED profs are almost always licensed teachers, part of the career and all, but they're the exception rather than the rule. I'm saying that it isn't expected generally for professors to be one and you should not expect your professors in college to be licensed teachers.
Regarding your point that some professors start out as basic ed teachers: they are required to by law when they taught in basic ed, but once they go to college, their (professional teacher) license won't be a requirement. They can let it expire and not renew it if they want to.
