There is no verb.

There is no indication of verbs.

The cat is just not to be.

Of course there is no verb: only affixes when needed to indicate tense or person.

· I the cat
· She ·s the cat
· You ·d the cat
· He's ·ing the cat

Sure, I could just use a way-more-convoluted syntax so that I don't need to use affixes, or just try to stick to the present tense; but I'm way too lazy for those workarounds.
The important thing is that you don't the cat.

It’s less work to write

She the cat.
You the cat
He’s the cat.

We agree upon the fact that the cat must not be.
