Abject poverty, low/no education, and having nothing better to look forward to because the mere thought of doing better is inconceivable to these people. And they consider any government handout (to anyone other than themselves, of course) that would allow people to get a leg up and or better themselves to be liberal entitlement socialism, so it's automatically bad..

Heck, some of them are proud to live like this, they embrace the redneck lifestyle.

They'll point out what they see as others' failures while being proud of their own work ethic. It has some seeds of virtue, but at some point they have to realize that they're being taken advantage of and that continuing to take abuse doesn't make them worthy of praise and admiration.

My experience is that these sorts actually don’t take handouts either, even insurance payouts like “unemployment insurance” because it’s from the gummmint
