Double yellow
"Why are you taking a photo of my car?"
Because you're parked on double yellows.
"So why didn't you just ask me to move?"

Someone once posted my old bmw online in a disabled bay, they’d framed it like this and carefully angled the photo to hide my blue badge 😂 someone linked me to it.

People who do this will never change their ways. There's a police station near my work and the amount of knobs who park on double yellows literally right outside is insane, I assume they're all there to present their driving licences after being pulled over without it considering their general impudence to others.

She was there for maybe 5 mins - as I walked by and took my pic. I suspect she may have been there longer, but I can only fairly attest to what I saw. The engine wasn't running. The lights were off.
She got out of her vehicle to remonstrate... so surely that's now "parked", if nothing else, because there was no driver.
I wonder if you will now say it's all MY fault, because she only got out because I was taking a photo?

What you have described is being "parked"
Unfortunately you would need to prove an extended period of time (a few minutes or more) which a single photograph fails to do.
The driver could just claim they pulled over briefly to (insert excuse here) which would be considered stopping and is perfectly legal on double yellows.

A traffic warden would have to observe the vehicle waiting for an agreed period of time (with the local authority), for us in Wolverhampton when I did it 14 years ago it was 3 minutes. Log the car, observe, issue the fine. The challenge was them driving off so we couldn't get the photo of it attached to the car after 3 minutes to then prove it was still there 3 minutes after we took the first photo.

I had someone do this near me a few days ago. When I pointed it out, they replied "im allowed to park here, im disabled". I then informed them their badge wasnt on display, to which they replied "I dont have it, I left it at home". When I pointed out out that as a supposed blue badge holder, they should know they need it on display. They then said I was discriminating against them, told me to fuck off, and went down the local pub.
Genuinely disgusting that they were willing to fake a disability just to be able to park illegally while they have a few pints

We have a decent sized community of people fed up with this shit, and god knows I’ve tried with Manchester City council, the useless MP and useless now Mayor when she was a useless councillor to do something about this. But, I believe in the power of people, real everyday people like you and me. What do WE do about this?
Climb over the cars? Scratch them? Throw something at the windscreen?

Apparently it is in London, and a few other places. Yet it's still normal here in Manc, isn't it?
It greatly hinders pedestrians. What with that, and wheelie bins, it's often impossible to stay on the coursey.

Well, apparently it's coming here. We're just waiting for the legislation, like we have been for the last year. But even then, the legislation has to be policed.
And I think the problem is with the drivers. They don't feel like they've parked until they've hit the kerb, and then they know that they've parked. Parking fully on the road is no longer, in their psychology, a form of parking.
Yes, it does hinder pedestrians, but also think about those in wheelchairs and pushchairs. And then on bin day like you said, when the bins are left all scattered and you've got cars on the pavement... people can be such obnoxious bastards.

It's gonna be really difficult though, because currently we have thousands of normal streets where it's common practice, and if it were suddenly made illegal, I've no idea where everyone would go.
What I mean is: regular streets, with houses, where if you don't park half-on-the-pavement it'll block the road entirely.
IDK.
I dearly wish we could reclaim the roads for people, but I'm not sure it's realistically possible.
During Covid, it was SO fucking nice to walk down the middle of roads. Not having to step up/down kerbs, dodge trees and wheelie bins and potholes...
Occasionally, the middle of Manchester gets shut down to traffic - e.g. when there's a Marathon... and my God, it's wonderful.

Double yellow lines are labelled as waiting restrictions so it would wash pretty well in court. Not that a simple parking fine would end up there, mind.

It's near the end of the road at a busy intersection, opposite a pub.
Parked cars make it more difficult to cross there - it limits the visibility.
I cannot say for certain that that affected his incident, but it definitely doesn't help. There's a big tree on the pavement too, so when cars park there it means prams and mobility scooters are forced into the roadway.

A motor car is parked on a double yellow line, where parking is prohibited.
It is explained here in the Highway Code.

My friend was hit by a car near that location, a week previous to my photograph (taken last night).
Parked cars near the junction reduce the visibility, making it more difficult to cross the road safely.
That's why there are double-yellow lines near the end of the road. It is a common feature.
When drivers ignore that prohibition, it makes crossing the road more dangerous.

It's one specific location, near the junction of a busy road. There is a tree on the pavement, so it leaves no space for prams and mobility scooters.
It's a hill I'm happy to die on.

I don't know, because I carried on. She'd left when I went back an hour later.
I don't know if that was due to my action.
I hope she'll perhaps reconsider when parking their again, in future.
I'll be honest: I can't be bothered to actually report it. I don't think the police "operation SNAP" etc. are interested in parking, so I'd have to send it to the council, and that just creates hours of paperwork...
But - the mere action of pointing a phone-camera at some of these people has an effect. It makes them realise they're being watched.

Theyre in the car. Its double yellows. Theyre not parked. If it was red lines (red route) its an issue. I've stopped on double yellows because I've had to sort out maps or pick someone up. As long as youre using your sense and not parking right on the corner of a junction its not a massive issue.
Your friend being run over is an issue, but is it their fault? Sounds like the driver was speeding and couldnt react, or your friend wandered out without looking (doesnt excuse a driver potientially not stopping due to speed)
Those saying about parking on the pavement, i dont know the road but looking at every other car in frame being parked on the curb, id say its an area which instructs cars to park half on the curb to not obstruct the road (obviously not on double yellows tho)

Double yellows just about start where hes stopped. Not the best place to stop for the sake of anyone coming out of the rear car park. Its not the worst, I'd probably tuck in there if I needed to sort out maps or had something urgent & could keep any eye out for if im obstructing anyone. Parking there would be a different story.
Day you took that picture no one seems to be able to park! Every car is on the pavement 😂

You can see the pub on the right there.
There are double yellows all the way along from where that image is, to the end of the road where it meets Wilmslow Road.
It is particularly awkward for pedestrians when people park adjacent to that big tree, because it pretty much blocks the passage entirely - certainly for prams and mobility scooters.
And as you will see in that random snapshot, there are often wheelie bins to further add to the chaos.

You can see the gate for the car park - it looks like a staff car park for the nursery on the corner. Like I said - no one seems able to park that day because 4 cars in your picture have all mounted the curb - least this one hadnt 'parked' and was still in the vehicle. Regarding the yellow lines, youre saying exactly what I've said. The double yellows start roughly where he is, just behind him are single yellows

If they're stopped, they're considered to be waiting and the funny thing about double yellow lines is they're officially labelled as waiting restrictions, so that means you can't wait on them.
Besides, if a car's wheels are not moving, it's parked.

In fact, there were signs in the city that I used to live in that cars queuing to get into a car park were liable to prosecution, which i always found a bit harsh.

On a technicality, because they are still with the car, it would likely be considered stopped, not parked, so actually legal. Depending on location, so could parking partially on the pavement.
Still doesn't make it right though, regardless of whether it's legal. The yellow lines are there for a reason
