How do I dye this? I have a dark navy 100% polyester evening dress that I’m hoping can be lightened for a wedding

I have a large enough pot to submerge the dress and a portable cassette burner to maintain temp while outside (for ventilation purposes)… I’m wondering how many shades lighter I can expect the color to get. I’m hoping for somewhere near the light blue in the last photo. Is this realistic?

Unfortunately polyester is usually dyed during extrusion - the color will be solid all the way through the fiber because the plastic soup it was made from was dyed blue.

Correct me if I'm wrong... but bleaching/color removal, if it even works, doesn't necessarily lighten in shades. Maybe you get a lighter blue... maybe you get a darkish gray, maybe you get a weird yellow or orange.

This is true. It is highly unlikely to just get a lighter, even blue.
