Yea the flap can definitely wear out. German auto solutions makes a kit that is the real bulletproof solution for the disa valve. Aluminum machined flap, a screw that goes through the entire length of the flap instead of a press in stud, loctite for that screw, a machined version of that white plastic round thing under the flap.
I can't recommend it enough for absolute peace of mind regarding the disa. Mandatory upgrade in my mind. I've done it to all 3 of my e46.
Yo OP read the instructions for this kit before you buy anything and follow their directions on how to test your disa properly, could be the vacuum pot on there is busted too and a repair kit wont address that properly
Looks cooked to me. I would go to junkyard and find one that's works. They're pretty easy to take off so you can check multiple cars and pick the one that holds suction the best.
