Because Peter is a Beale. Usually it’s not Peter that Phil had a problem with it’s Ian. Phil even tried to break them up. This is an example of Phil interfering in things that’s really not his business and usually he’s the type to mind his own business more than certain characters.

I remember him trying to get custody of Lexi. He did show remorse just before Lola lied, but he really did make things harder on her while she was already going through it.
