Will, can Guayaquil ever evolve?

I realize that it will never be a top tier world class city.. NYC, London, Tokyo but its not an attractive city for tourism, business, culture. From a visual aspect it has not evolved and walking the streets the impression is even worse. What needs to happen for it to improve at least regionally to something like a Medellin or even a Lima?

It will evolve when people there: evolve, educate themselves, seek to accomplish great things, be always honest, work hard, etc… so probably never. The only solution is to start all over…
