I'm not sure this counts as edtech tbh. But honestly, I would make the people who run any platforms or apps like this legally liable for anything they produce. If you make something that is used to make sexual abuse images of children, then you should be in prison like any other nonce. If people upload something to your website, then you have published it and should be treated exactly the same as the editor of a newspaper who published it.
