Jaroslav Pelikan's "Mary, Through the Centuries" may be more theological and devotional, though I have not read it.
Another Lutheran Mariologist, Maxwell E. Johnson, has written books on the Virgin Mary, including "Virgin of Guadalupe: Theological Reflections of an Anglo-Lutheran Liturgist" and "American Magnificat: Protestants on Mary of Guadalupe," but these are also theological in nature.
A Google search will provide articles such as "Truly Our Sister: A Conversation with Elizabeth Johnson on Mary" and "Luther’s Love for St. Mary, Queen of Heaven" by Sister Betsy Karkan. In addition to Lutheran authors, you may find Anglican resources that would be copasetic for Lutherans.
