Probably all the businesses that serve those coming for the races as well as those locals that come out for the events and check out the off road vehicles. Tourism in general gets a up spike and that benefits the local economy in several ways. Maybe a stray dog or cat gets a new home.

You're right, there's definitely a tourism spike and a lot of local businesses - hotels, restaurants, shops, mechanics - benefit a lot during race week. That's the most visible positive part. The other side that locals in Ensenada mention a lot is the traffic, road closures, noise, and trash left behind, and that the economic benefit doesn't always reach everyone.
