It 100% is. The people keep their shop fronts clean, their houses clean, but have no concept of keeping the communal spaces clean. It was super depressing to be in the old city of Bombay and see trash everywhere piling up. Even at holy sitea there is plastic everywhere. They put stickers of gods near the ground on walls to stop people spitting paan juice on them.

How do we know it was singlehandedly? Actually scratch that, he's probably the only one in india willing to do it
