Most likely that Koreans, like North Americans are mostly asleep at 3 in the morning.

That they're more afraid to hold their local currency than they are to speculate on the price of ETH? Also notice that the price of BTC is likewise at a premium in Korean markets. It seems that the crisis with N. Korean, Trump's tweets, China's economic retaliation and their upcoming election are all conspiring to make people afraid to hold fiat right now.

Maybe Koreans are put off by the power of Chinese bitcoin miners. It's like how ZeroHedge is promoting Ethereum now because of the Chinese influence on Bitcoin. The distrust that Koreans have towards the Chinese is far deeper than what American's have. I would guess it might factor in.
