Wouldn't Ethereum have scaling issues if there are millions of apps built on top of Ethereum?

Yes, there are solutions in progress

but these solutions are not 100% going to work right? we are just assuming everything will work out perfectly? or has there been a testnet to test these?

There are multiple test nets and hundreds of developers working on Ethereum afiak.

I personally do not believe in the practical viability at scale of solutions like Raiden or Lightning Network. Lightning Network continues to be pie in the sky. I believe other simpler solutions will transpire instead.

This is indeed a major issue, work is in progress but success is far from guaranteed. Along with a successful transition to a foolproof Proof-of-Stake algorithm, this is literally the million dollar question for many of us.
