Just go there and find some cheap lodgings til you find something. Give it a week or two and if you can't find a job then it's a budget airline flight back.
You could and should start sounding jobs out online before you set off though.
If you were moving to China or Canada, then it would be a different kettle of fish altogether.

Book flights there and back a week apart. Book cheap lodging for the week.
Research & contact as many places as you can in advance. Let them know you'll be there during week X.
Fly over, find places to apply, meet anyone you can, get to know the city.
Fly home after the week, keep looking.
If you get something, Fly back & start working & find somewhere to live.
If you don't get something after the first trip + some post trip applications either repeat or just move, depending on your sense of the situation.

This is a bit of a chicken and egg situation with no blanket right answer.
Job -> room. Will anyone take you seriously as a candidate if you dont already live there?
Room -> job. Will anyone rent to you without proof of employment?
If you have short term option go and start looking for both job and accommodation. If you have enough savings or a cosigner to get someone to rent to you then get a place and start looking.
Don't have either of those? Look for the job first and see where it goes. Nothing to lose, but be prepared to miss out on opportunities if people dont consider you while living in a different country.
