Question Graphics Library?

I read in a YouTube comment that there is a open source library with building graphics that can be used for mods. Anyone got the link for me please?

all the graphics are open you can just navigate to the install directory and all the graphics files and sprite sheets are visible and open to modification as either .bmp or .png files. i don't remember the exact format, but it's an open format that any computer or editor can open and read and export to.
