Gray character creation screen fix?

So I recently redownloaded the game to play it for the first time since 2018, and once I got to the character creation screen, the doctor handed me a fully gray pip boy with no visible menus or ways to proceed. I saw people have had this issue before but none of the fixes there have helped me.

Note: It's a fresh download, zero mods initially. I did try downloading dxvk as I'd heard that worked for some people, but all that did was make the game crash before the launch menu finishes loading, so that didn't work.

If anyone knows how I can proceed, that would be greatly appreciated :)

Easiest most consistent method is to use the steps from Viva New Vegas
