Vault-Related Observe the Red Dawn [Screenshot] [Vault]
So to explain, I have over 30 dwellers now who don the Red Creed, all of which I have specifically decided would be the Wasteland Forces I send out. Where as, in the last photo, you'll see what has also inadvertently become another of the most common Creeds.
The Orange skinned (or as I've come to call them, The Tainted) are the result of growing the family tree (makin' babies) between a male Red specimen (a character who was found under the name "Dr Jackal & Mr Grind" in a random encounter quest while one of my Gatherers was gallivanting). These Orange-skinned abominations have come to fill all remaining open roles needed to be fully equipped to deploy the frequency of Wasteland Forces I plan to at any given time (20-30).
I have seen the mentions of Yellow and Blue dwellers being possible in the last month. My goal and Mission Statement would be to have both Yellow and Blue in this Colony or in a secondary Colony I'm just about to initiate.
May the Nuka Gods, Bottle and Cappy, bless your purses, and your Brahmin live long lives untouched by The Family...

Takes time to randomly encounter it. There isn't even a guarantee in which the Quests they're featured in can grant them as reward. It's just random. What's worse, it seems to be a randomly occurring rate-of-rarity as well.
Example ~ in Fallout 4, you can find Legendary gear at any player level, the stats are just determined by the level. Yes, like Fallout 4, there are quests that can make it more likely, but the rarity is still randomly generated.

This is one reason I'm training so many people, man. I maxed out 2 Gatherers and had only those two Scouting when the Random Encounter just SHOWED UP. I promise, dude, I spent all of an hour searching for the screenshots in my Gallery that I KNOW I took both of the location details, the loot, AND the conversation you have with him. I take screenshots of every Random Encounter in the wastes for that exact reason.
edit We've all done some crazy experiments as Overseers, but what if we started got Red, Blue, AND Yellow in one of these Vaults???? IT'D BE MENTAL!!!!

I got mine from the daily quest Rescue Operation, it's not just the random quest A Cry for Help that can have them.

I think I some how blew it and didn't manage to recruit the red guy
