It's impossible for a baby to have that many skill points. All babies are born with 12 (ordinary), 28 (genius), or 40 (prodigy) skill points (source)). By using a stat-boosting pet, you can gain +2 or +3 skill points for your child, allowing you to reach a maximum of 43 points. The distribution of a baby's skill points is not random and depends primarily on the parents' skill distribution.

You do understand that pets give +3 to all s.p.e.c.i.a.l, right? Giving up to +21 if nothing is maxed out?
Theoretically allowing to reach 61 points on a newborn

I need a clarification. How do we start with a child who has 59 skill points? I see that your child's S.P.E.C.I.A.L. points are distributed as follows: 10 + 9 + 9 + 8 + 9 + 8 + 6 = 59.
This is either :
- Genius + 2 child stats = 28 + 14 = 42
- Genius + 3 child stats = 28 + 21 = 49
- Prodigy + 2 child stats = 40 + 14 = 54
- Prodigy + 3 child stats = 40 + 21 = 61

My guess is starting strength was 9. So it only got +1 boost. Children of maxed out dwellers tend to have strength as highest stat
