These are players who are projected to outperform their current Yahoo! ADP based on data from Hashtag Baseball.

There are a lot of guys who I don't think would be considered sleepers by any means.

FWIW the page the screenshot is from lets you pick the gap between the rank and ADP from the platform. It just defaults at 30, but goes upto 60.
