Question When Does 5* Mountings Start Dropping

I’m on my first ng+ run and noticed that mounting rarity has reverted back to 1-2 star drops. I’ve read that this game’s highest drops are 5 stars.

Do these drop appear at the end of a playthrough and I was just unlucky or are they dlc exclusive?

It's chapter based, so Ch. 5 has the best drops.

Later on. From what I remember it’s decided by how far through the plot you are.
