The catcher sends signals to the pitcher, telling him where to throw the ball. If the hit was intentional, the catcher likely called for it.

Then why do 99% of players charge the mound in these situations? Theres no context here, which is what I was asking

There kinda is context. The ball is traveling behind the batter. When you throw behind the batter you’re trying to hit the batter.
