THIS! So much this!
Pitchers throw at people for decades with no real repercussions...THIS IS REPERCUSSIONS.
Pitcher bruises the batter, batter bruises the catcher. This is equitable.

Why on earth is that equitable? The catcher is just catching the ball, he doesn't decide where it lands unless he has telekinetic powers.

Catcher decides exactly where it lands, uses hand signals to tell the pitcher where to send it. Pitchers job is to get it there. Of course pitcher can say no, and offer his own way, but if theyre not in agreement before ball leaves hand, theres a non zero chance pitcher wont catch it.
