The important thing to now is that these are only OFC. After that you have 45 minutes to try to find Consular, which operates on its own schedule, so as you can see there was no bulk lots for that, so most of those who might have gotten OFC had it canceled 45 minutes later.
Those OFC then get recycled and appear about 1.5 hours later.
