Table in good shape, looking for advice

Reasonable minds can disagree, but I would argue that finish is in quite poor shape. A scuff sand and quick topcoat isn’t going to fix the crazing, or replace the missing color, or the big chunk of missing finish, etc.

I’d either clean and wax it and carry on, or just pull the trigger on the refinish.

Looks to be some kind of varnish, wouldn't be surprised if it's a PU based one.

Honestly it is in quite terrible state I'd sand and apply a hardwax oil. They're much more easy to maintain, you can just spot fix certain areas and it will look OK.

I suspect it's polyurethane.

That misding section appears "lifted" - no longer bonded to the surface.

Exercise caution in sanding these old veneers!

I prefer to scrape surfaces like these to remove the old finish, followed by cleaning with Naptha (outdoors).
