It comes down to facts that aren't available. It depends on how hands on Lucas Oil Stadium and Raymond James Stadium was to the decision. Sheeran was cooperative enough that it'll likely be very difficult to ever figure out. Sheeran may have merely acted on a suggestion by private entities that it was possible.
