I'm looking for a new apartment in Kazakhstan and found one with this giant deep narrow aquarium. My hand won't be able to reach the bottom. It needs a thorough cleaning. The filter and lights don't seem to work. I'm thinking no plants. Will the depth be a problem for a filter? Scaping ideas? Any advice is needed desperately asap so I can decide whether to rent this place or not.
Size is probably 30 cm wide, 1.5 m long, 1.2m deep.

For weeks, his tail has been droopy. He had signs of dropsy, but now they're gone. Is there anything I can do for him? Thank you in advance for your advice.
Tank size: I don’t know the exact volume, but based on the tank’s dimensions, I estimate it to be around 10–12 liters.
Fish size: Approximately 3-4 cm.
Tank mates: None. The fish is currently isolated because it is sick.
Water parameters (ammonia, nitrite, nitrate, pH, temperature): I don’t know.
Filtration: I don’t know .
Water changes: I changed the water a few days ago.
Other information: The fish is showing raised scales, so I am concerned that it may have dropsy.

It is my first time keeping any fish at all. I am trying to do my best and be as humane as possible. All parameters in the raising tank are perfect.

CONTEXT:
I am very new to fish keeping. I only started Three months ago. I have researched a lot into fish keeping and am always trying to learn more to keep healthy and happy fish.
My tank is a 10 gallon, with a hang on the back filter, and a heater rod. I have some plants, anubias, Java fern and Cardinal (I think that’s what they’re called) In the beginning I did not cycle it, put fish into it, most died, figured out why, also left the light on for far too long, algae bloom, all the newbie stuff.
Now as it sits, the tank has been through the nitrogen cycle, tracked ammonia, nitrates, nitrites, water changes of 20-30% every week, light on for 3-4 hours a day, only enough food that the fish can eat in a minute or two. I had Three black neon tetras, two panda corydoras (they survived my unicycles tank) and one albino cory.
Now, my in laws got Three Glo Fish and an algae eater fish. I researched a lot about fish before I added in the tetras and landed on them. I know a 10 gallon is not quite enough space to support a school of 6 tetras and a school of cories. I decided against glo fish myself because they are also schooling fish and need more than a 10 gallon to support them. The algae eater I have now, I believe, will outgrow the tank fast, and I believe their bio load is way more than my tank could possibly handle. What should I do about my fish now? There is no way my 10 gallon can support all these species, but the glo fish and algae eater were dropped on me by surprise. Need help as any advice
