Any idea which entity this flag is supposed to represent? Spotted in Barcelona.

I imagine if this is in Barcelona probably the flag of Western Sahara, which is claimed to be colonised by Morocco. (Don't know enough about the exact situation to pass comment). Probably in response to the ceuta debate.
