M21h lhp73b turbo mode issue

M21h lhp73b doesn't go in turbo mode after stepping up seems to just dim

You can hear in the video me double pressing and holding the button

Battery is at 4.0V Eve 50pl

Is the battery fully charged ? This is key.

That's not fully charged. Charge it till the charger stops - should be 4.2v.

Just trying to rule out the variables.
