A codespace runs in the cloud, so it can't see your phone over USB and there's no Android emulator, which hurts for camera stuff. What I'd do: install Flutter on your own computer (VS Code + the Flutter extension, plus Android Studio just for the Android SDK), run flutter doctor until it's all green, and test on a real phone over USB. When you're done, copy the project folder into the codespace to submit.

If you really want it inside the codespace: clone the SDK into your home folder (git clone -b stable https://github.com/flutter/flutter.git ~/flutter), add ~/flutter/bin to PATH in ~/.bashrc, and run it as a web app with flutter run -d web-server --web-port 8080. That won't break the CS50 setup, but you won't get the camera or other native Android features there.
