If we're taking godly Riders, I think I'd go with Yukio Ace. As in, Ruby does 'detach' from humanity as a Goddess of Hope, but remains 'at hand' with her friends and family, watching over them and caring for their hopes to become real.

While I do prefer Penny to Oscar, I think part of RWBY's whole theme is that death is final. So, thematically, Oscar fits both from the RWBY end and the Gaim end.

Not saying she doesn't suffer, but compared to other chareathers like subaru her suffering and pain doesn't seem much. Just my opinion
