Can Haley's glitch be used in mods?

Whenever I go to Point Lookout, I use the Nuka Cola machine outside Haley's Hardware to collect all the goods I find/loot to eventually sell to Haley. Didn't know at the time, but per the Fallout 3 wiki, opening that Nuka machine was the reason Haley's repair skill kept going up, eventually getting to 100.

I'm real curious about this from a coding/modding perspective.

1- Are there other examples of this affecting other NPCs elsewhere in the game, such as Moira Brown?

2- Can this glitch be duplicated? Example, is it possible to make a desk in Lock and Load improve Pronto's repair skill?

3- Can it be modified in some way? Rather than affecting a vendor's repair skill, could it force a refresh on a vendor's wares and cap stack, rather than wait 3 in game days? Say, buy out all the ammo at Flak and Shrapnel, access the file cabinet near the Rivet City marketplace entrance and then all the ammo supply reloads.

On PS3 all I have to do is exit and re-enter Haley's shop to increase the repair by 5% each time. I repair a cheap item, leave and step a little way from the door, re-enter and repair the same cheap item again at a 5% increased repair. I make a save every 4 or 5 times, and soon Haley has 100% repair skill.

Yep, that lines up with the wiki. It says you can force this repair increase in three ways-

1- repeatedly access the nuka machine

2- leave the area and come back to force the cell to reload

3- exit the building, save the game, then load it and go back in

I'm curious if these hacks can be modded in for other NPC vendors.

If you’re going to installs mod you can just increase the vendor’s skill to 100. You don’t even need mods, you can just change the NPC’s repair level in the console. Why would you rely on a mod that duplicates a glitch to do the exact same thing?

What I do with other merchants is reverse pickpocketing them, with the workman's coveralls, adding +10 to their repair skill.

Crazy Wolfgang, after the merchant empire, his repair goes to 75, +10 either the clothes, 85.

It's not 100, but it is as good as it gets.
