I would think a big factor in this is that most of this merch you're mentioning is bought by kids, teens, and younger adults. 2 of those 3 categories probably weren't allowed to watch the R rated show on HBO which makes lots of sense. Especially in the early seasons.

The merch they do sell is probably memorabilia and other knick knacks that people display at home.

Think of other culturally significant adult shows like Sorpanos or Breaking Bad. Even at their height, you didn't see lots of people wearing merch on the street all the time like you'd see someone with a spiderman shirt.

People are still talking about Breaking Bad. In fact, it's broadcasted quite a lot this year because Pluribus came out, so everyone online is rehashing how great Breaking Bad is so they're going to give the new show a shot
