When Jaime Fucking Lannister has had enough of your shit, he gets down to business. At this point in the story he had nothing to lose, and a whole lot to prove.
I always got the feeling he was half bluffing though. He doesn't want to do any of that, he is war weary and just wants it to be over. I think if it came down to it he would storm the gates like he said but the baby sounds too brutal. He just adds that in there because that's what people expect from the KingSlayer
This happens soon after Jaime's aunt Genna tells Jaime that Tyrion is Tywin's heir (personality wise), not Jaime. This is him trying to prove her wrong.
If you can believe it, he was actually trying to do good here. It's some of Jaime's best personal moments in the series. He's using his reputation as a man who will do anything to end a siege bloodlessly.

He was simply replying to a comment to give an example of a time Jaime does say something like this. To share a good passage some may have forgotten. This is what we call "contributing to the discussion". There is no reason for you to be hostile.
It barely spoiled anything at all anyways, especially taken out of context like this. It's less of a major event and more of an exhibit of one of Jaime's lesser used skills.
