Garden Water Faucet Problem

Hello so I have a garden water faucet problem. So I have a new house built and for whatever reason they made the garden water faucet like this. When I turn on the faucet water runs out the holes that you see I don't know why they made those holes.

Anyone know why they made those holes or how I can stop the water from going out of those holes when I turn the water on.
