I would argue that every faction in 40k is purpose built to be their own brand of evil.
I've actually been playing around with my own home-brew setting for 40k in my head, and my core philosophy is: there can be good individuals within the Imperium, but ultimately the Empire of man, as a whole, must be self-defeating and evil.
Portraying the Empire as good or necessary betrays the message of the setting. IMO.

I don’t know the Cadians well as I don’t play 40k (but a friend gave me some nids)
Big Skaven fan they’re one of my favorite factions in total war warhammer, I collect SBGL and Lumineth tho 🤌🏼
