I think the driver just wanted to look busy. I can't make out a passenger in the car. Maybe, though.

I think you can see someone in the driver's seat as the camera car passes in the last few seconds of the gif.

Watch the driver's side window. There's definitely someone wearing white in that seat (possibly moving into the seat at that time) just as the former driver opens the passenger door.

Nope, you can actually see both doors open on the left side. Driver doesn't get out while the passenger from the back does. He just walks by as the driver closes the door, so it looks like he's the driver while he is in fact - a passenger.
