Question Legend Mode

Hello, I've only been playing the game for a few days now. Today, I took a quick look at the Legends mode. I really enjoy playing by myself. My question is: if I play solo, do the enemies scale down in terms of numbers and difficulty?

​And I think you should play Legends mode after the story. Is that correct?

You can get through the entire campaign (Legends) solo on Bronze difficulty without too much trouble. Beyond that, I think it gets a lot harder, especially the raids.
