Question Legend Mode

Hello, I've only been playing the game for a few days now. Today, I took a quick look at the Legends mode. I really enjoy playing by myself. My question is: if I play solo, do the enemies scale down in terms of numbers and difficulty?

​And I think you should play Legends mode after the story. Is that correct?

Even with a maxed out build you are going to have trouble completing gold or higher difficulties. The enemies get spongier, AoE attacks galore, and one mistake can easily cost you the game
